Such lasers have already been built and tested.. A system called "MIRACL" (a ground based laser) has been tested in tracking and destroying airborne missiles, and it was also used to destroy a satellite (it was a US satellite, destroyed for testing purposes). This system pretty much will give the US control of space (the space around earth, anyway) since they could use the system to take down any satellites they wanted, like Russian spy satellites.

I've read that SDI is expected to have costed abount 62 billion dollars by the time it is deployed.
