I think I might have VSync on because a lot of my game are only hitting 60 FPS when I know my computer can do much better then that. How do I check to see if its on? If it is, How do I turn it off?
 
Rightclick on desktop, advanced option for the monitor. Got to D3D or OpenGL and choose Vsync setting.
 
why do you want it off?

having a framerate higher than your refresh rate is utterly pointless
besides, vsync prevents graphic tearing
 
See, most ppl have their Monitor at 60Hertz.
But want their FPS to be as high as possible.

Yet their monitor is at 60hertz...which means it refreshes 60 times in a second. Yet at >100 FPS they are seeing less than 60 percent of the frames.
Thats their choice.
Personally I have my refresh rate at 85Hertz and vsync enabled...

btw if you didnt know Vsync does just that. Syncs Frame rate with your Vertical refresh rate (e.g. 60 Hertz) so it runs at 60 fps.
85 Hertz? 85 FPS
100 Hertz? 100 fps and like was said above..prevents tears.
When I play HL games i notice a lot of tears with vsync off.
