According to the Valve developer wiki...

"The file extensions of vscripts are .nut and .nuc, where .nut files are human readable using a text editor. Official .nuc script files are located in scripts/vscripts in the following"

So notepad should be fine, it comes with Windows.

I don't know what you're trying to do but the most interesting things are stored in the .VPK files which can be opened with programs like GCFScape. Google it.
