From things I've read few things are quite clear
1) Gordon remembers all what happened in HL1 (because all of us knows that also). Situation where Gordon doesn't remember anything would be just stupid.
2) Gordon doesn't know anything what is going on now (15 years after HL1). I mean't that he was doing something elsewhere; his memory was cleared; he was frozen (I bet on last one, since he can be as young as before).
So game have to start at point where Gordon starts to gain new experience (waking up, coming back to earth). Starting when some things already happened (=> Gordon was doing something before HL2 start) would be stupid also.
