No, I'm quite sure those are uniforms. Rations would not be carried so easliy, plus I noticed if you look closely, you can make out details of the CP suit. Also, I'm relatively sure that Rations have a tray. Which I never saw. Also, the citizens carry the 'rations' around a lot like binders, not a food supply. Do not forget also that all the citizens in line say some pretty insinuative stuff:
"I'd join the combine anyday even if just for a decent meal."
That quote along does well to imply that these citizens are joing the CPs.

but you will be shot, by a scientist that has less training than you and makes all of your weapons magically better and more accurate just by holding them. See that mp7 you got, he can magically make it shoot grenades from out of nowhere. See that shotgun you were issued? he can make it fire 2 shots at once.

All those laps your superiors made you do for excersize? useless. That scientist can skip and jump faster than the APCs you drive around in.

He's trained. The mp7 has a grenade launcher attached. Shotguns fire several shots.

No, not really. Gordon recieved no actual training other than a trial by fire in black mesa and a little bit of hazard course. He was not fully military trained. And no the mp7 does not have a nade launcher. There's no way in hell I'm buying that that tiny second barrel no bigger than the primary barrel can fire grenades 3 times its diameter. and there's no such thing as a doublebarreled pump action shotgun. Its either double barreled or pump action. Can't be both.

A science facility designing Prototype weapons, unlike ANY seen before, so there is no much use in training Scientists about weapons they are only making and not (Unless of a Resonance Cascade ).

Debris, I think that Overwatch soldiers can use the double-shot shotgun ability too. Or at least, I've noticed what sounded like a double shot while they blew my head off after flanking me >_<

They use it occasionally. It really sucks when they take off about a quarter of your health with one shot.
