There is no folder it's in the cache of the game. You can however put in your own custom sounds by manually creating a "sound" folder in the cstrike dir. Then within the "sound" folder you must have 1 folder for each gun, "m4a1" "Aug" "mp5navy" "p228" etc. Then inside you put the sounds, go...

The servers that you are in ARE the newbie servers lol. All pub servers are full of newbs. Try playing some scrim servers or clan servers. Youll get headshotted the first pixel they see of you, even if it's your leg they'll still get a headshot.
