There's a lot you need to do to start a mod mate, And allready i don't think you are aware of what needs to be done.
If you are serious about this do two things.
Get Concepts.
Get a Design Document.
Both will help any department to understand on what they need to work on and how it should...
I think if you're using the HL2 story etc and adding on... not having anything too drastic changed that a lot of the textures and sfx are allready there for you...
Personally i don't think you will need them.
But of course it's always best to be safe :D
I hate these mods which are re-creating classics.
Just create something of your own. Something i would like to see is a ninja type mod.
There's an idea to kick you off.
Texture quality is very low i must say.

It looks like it definately has potential. I'm not too sure how you are going to pull off the large scale of warfare that you claim to have. ( From old posts i have read you are looking at a high number of players per game ).
