Yeah, AGP will probably be around for the next year or two as manufacturers know people won't just pay for new mobos etc all of sudden so they can change to pci-e

You should run HL2 at those specs but at or near maximum detail. You have a very good all round system
There is a method where by you dont have to reformat and you uninstall the ide drivers and agp drivers etc however this can still cause some conflicts and its advised that you do reformat.
Basically they are more efficient per cycle and thus can process more data per in each cycle which means an equal amount of data can be processed as a Pentium at a much higher frequency.

I'm about to install a new motherboard and cpu and would like to reformat, so do i reformat before i change the mobo and then reinstall windows with the new hardware installed or completely reinstall and reformat before i change the hardware?

250 watts, sounds like it could be a shuttle system, in which case 250 watts is more than enough for those cards. 6800 ultras run on shuttle psus.
If not a shuttle 350watt decent brand is good.
Yeah ASUS make fantastic quality mobos, important features will probably include 8x agp, ddr 400 support, gigabit LAN if thats your thing, nForce2 boards are also very good. Other good brands are MSI and Abit.
If the card came with overclocking utilities probably will be covered. However if not it is unlikely that it will as warrenties often state that the product must not have its specifications or performance changed.
Most companies like sapphire, connect 3d etc just use the same original boards that ATi use but stick a new sticker on them. So they are pretty much exactly the same. However companies like sapphire often put bundles with their cards so you get free games etc, otherwise they are exactly the same.
