The x800 uses the new manufacturing process (0.13 micron in think) which means that the chip should run cooler than 9800 so is therefore more efficient meaning that less power is wasted and it can run on the same wattage (or lower) psu as a 9800.
you can flash the bios with a gigabyte x800xt bios which opens the 4 pipelines making it 16, then you can clock like you would a normal card.

The only thing that will happen is the computer won't boot as there isn't enough power for it to do anything. The x800, according to ATi, requires 300watts, just like the 9800

Seeing as you have an AMD processor and the fans seem to be not moving when the computer is idle it could be the motherboards Cool n Quiet system kicking in.
I haven't heard great things about the codegen psus, apparently the 12v is prone to fluctuations so will make your system unreliable if you plugged in a 6800 requiring at least a good quality 350watt psu.
You can upgrade to a decent brand like antec for not that much if you look around.
just go into the ati control panel (right click, properties, settings)
Then click advanced and go to options it should have the driver name there.
The current drivers are 4.8s.

I think the recommended specification means what it the software needs to run at a decent frame rate on medium detail. I always take the recommended spec to be the minimum required as anything lower will usually only just run it.

Acrylic cases aren't really considered to be very good. They break easily and don't look all that good. The Thermaltake case is good and the thermaltake power supplies are also excellent though antec are considered the best for psus
