Makes a lot of sense to me - why write a full story out before you need to - and if they'd have written more about the Gman/etc I'd have thought they'd allude to it (even vaguely) in HL2.

I second MajorPayne, but personally I wouldn't touch anything until you sort the processor out. If you can't get a new processor, keep saving - a new graphics card is going to be throttled silly by that CPU.
Weird, I thought FC's plot was awful. I enjoyed the game, but I could have done without the Jean-Claude Van Damme style meanderings. HL2 beats it hands down for me.

Who said Pacman had a plot? There was never any pretense about it being a story driven RPG.

This is a critical point for me. I maintain that Steam is a horrible, amateurish, restrictive piece of junk, but at least at the moment it's not actively evil. When someone like EA releases their version it's going to wipe your hard drive and probably try to steal your girlfriend.

You don't need to purchase another game, but you might want to download the dedicated server from Steam. You can use the same copy on multiple machines but expect to have to mess around with Steam to get it to work (if you're using the same account on >1 machine you have to go offline on the rest)
If you look at the teams who made really big popular mods... they got bought up by Valve. Also modding is far more widespread now than it was then. I think the modding talent pool is a bit more diluted this time, so I'm not expecting a new Counterstrike any time soon.
