You can use Link's solution, however there is another. Change your config to read only. Find it in \SteamApps\USERNAME\counter-strike source\cstrike\cfg right click on it>properties and check read only, This might mean you cannot change settings yourself from ingame now, I am not sure.

It is called the console, and you should be able to enable it from some place liked "Advanced Controls"(name of button may not be correct but its similar) in the keyboard tab of the settings. You enable it by pressing ` which is the button to the left of 1 on your keyboard.

From when I had a second screen, having it show the windows desktop/msn/whatever when I was playing CS1.6 showed no slowdown at all. If you want to know a difference in FPS just type cl_showfps 1 in the console and play the same part of hl2 with the second screen enabled and with it disabled
