There are other mods with controllable vehicles. You might take a look at them. Insurgency isn't the only modern combat mod for HL2.

I've noticed the X-Box version has the problem as well. Watch the airboat section of the IGN review video and see at the end how the game pauses for 1-2 seconds.

You forgot mat_renderlowresimage (or whatever it was called) and mat_fullbright. And you should find a way to force HL2 run at 320x240 resolution.
