The National Institute of Mental Health (NIMH), a division of the National Institutes of Health (NIH), spent $823,200 of economic stimulus funds in 2009 on a study by a UCLA research team to teach uncircumcised African men how to wash their genitals after having sex.

The genitalia-washing program is part of a larger $12-million UCLA study examining how to better encourage Africans to undergo voluntary HIV testing and counseling – however, only the penis-washing study received money from the 2009 economic stimulus law. The washing portion of the study is set to end in 2011.

“NIH Announces the Availability of Recovery Act Funds for Competitive Revision Applications,” the grant abstract states. “We propose to evaluate the feasibility of a post-coital genital hygiene study among men unwilling to be circumcised in Orange Farm, South Africa.”

Except that the entire idea seems focused on post-coital hygiene and its effects on HIV - “If we find that men are able to practice consistent washing practices after sex, we will plan to test whether this might protect men from becoming HIV infected in a later study,”.

They're not teaching people how to wash their penises, they're doing a study into the effects of the promotion of post-coital genital hygiene practices.

 
I think you're assuming a lot about the men there with a very limited amount of information from that article.

Because AIDS researchers have been unsuccessful in convincing most adult African men to undergo circumcision

how do these two relate ? are uncircumcised men more prone to getting AIDS ?.

The derp-a-derps on this board don't understand: educating large numbers of people in an environment where mass media does not exist (in which case it would be more expensive), there is a large number of funds required to ensure the proper information is disseminated. Also, OP, did you think that maybe a culture where many people do not even understand the concept of germs might need to have sexual hygiene explained? Just maybe?

A normal person could teach a village, maybe a dozen, but it's expensive to get that sort of information out quickly and effectively. You have to come up with an effective way to put it out, then get the people, and then pay them, and then pay for their equipment.

My guess is that 800K was far short of the needed funds. Now stop being shallow asshats and realize that to get shit done it costs money.

You are making an assumption that you can't back up. In fact most of Africa is frighteningly undereducated simply from lack of funds. That's what stuff like this is for. It is to educate people of the risks.

Considering it was stimulus money, they should've been teaching Americans about penis washing with that 800,000 not exporting it to Africa.

Either way, you aren't able to backup the claim that most Africans don't know about germs, either. All of Africa is not tribesmen chucking spears you know.

Would you consider all foreign aid a waste of money? HIV infection is a global issue, it seems bizarre to sit back and do nothing when some basic education can do so much to make people aware of HIV and aware of how to protect themselves.

Uh, so you have a problem with research? That's what this is, essentially: a real-world experiment on the effectiveness of this sort of education and information.

Also complaining about 800,000 dollars seems pretty petty

Yes but we don't base policy decisions on what people believe anymore. I was more getting at the fact that this is a question that needs an answer based in evidence and that getting that evidence will cost money.

Also I believe Penis Washing was part of the primary school curriculum ;)

And they can't do that later study unless they set this one up properly. You can just tell people to wash their junk then wait to see if AIDS has dropped, you need to keep track of who you told and if they kept doing what you wanted them to do and then compare the rate of AIDS among those people and the rest of the population. Yes some may not do "what they're supposed to" but that means the technique is a bad one and needs to be changed, however you look at it it adds to our knowledge.

America is the richest country in the world, yet donates a shamefully small amount to foreign countries in need. $800,000 is the equivalent of Scrooge McDuck throwing some change in the can to help the mentally handicapped.

You know, I'm all for other countries taking care of themselves and not relying on charity, but the spread of HIV is a world-wide problem, and so, this benefits Americans too, as selfish as that sounds (another reason to be ashamed).

For what it's worth, it took a $10,000 per year private education (health class in a private school) to teach me to wash my junk, and to try to urinate after sex to reduce the risk of infections.

Private donations would plummet if government foreign aid was ramped up in its place.

Either way- the STIMULUS was meant to bolster AMERICAN JOBS for "SHOVEL READY" projects and infrastructure.

Not spending $800,000 on dick soap for foreign nations.

That means an $800,000 road, telecommunications, or public works project somewhere in my country never happened because we wanted to wash weiners good in Africa
 
Excuse me for expecting funds to be used for what they were designated for. The Stimulus was explained to the American public to be for shovel ready American infrastructure projects to bolster jobs and lower unemployment.

I don't think so many Congressmen would've passed it if it had stated foreign aid projects were what the cash was for (which it was not- but so much leeway was given to the administration of the funds that it ended up happening.)

If they wanted funding for foreign aid projects- they can make a foreign aid bill and pass it.

Listen friend, I don't quite think the full $800,000 would've been used solely for infrastructure projects in the first place.
