To be fair that is a corruption of the term, simply because the neo-cons are supposed to be more centrist then old style conservatives. "Compassionate Conservatives" are neo-cons, or should be if the term is used correctly.

Basically as I understand it, it is a more socially progressive form of conservatism. It is supposed to be much more of a center-right platform as opposed to the old right-wing agenda. I think individual issues vary, but things like gay rights are often supported issues by them.
