I have to agree that is just general Europe. I think that after the fall of all major civilizations our idea of countries is long gone. So city 17 would be like in the middle of Europe and I think we as Gordon Freeman travel and see many differents parts of it.

I think that ????? ????? 50????? is kinda like the signs you see at Walmart or some shit: "SERVING YOU FOR 50 YEARS" because it translates into "in memory of the 50 years of the mine".
