After the huge increases of wrecks, congress made a tricky deal to raise the limit. To this day, states COULD have a 18 age limit on drinking, but what congress did was say "You wont get your federal funding for your highways if you have a 18 age limit". Louisiana was the last state to hold out. But now all 50 are 21.
