As ive said before i think anything pointing concretely at things in halflife 2 is very unlikely, as that part of the story did not exist in such details at this point, so both your "My employers dr breen" or the other "my emplyoer wants to lead" is pretty far fetched. And quite francly i think such interpetations come closer to wishfull thinking than reality.

Within the context of the discussion and after listening to this phrase i have concluded that its most likely the sentance is "My employers dont agree"

I have worked some things out that are quite similar to the other guys things aswell but I have one other thought.

Scientist: I've told you 100 times i'm opposed to pushing the equipment beyond the test levels.

G-Man 1 : This is not your decision to make.

G-Man 2 : He must not get in the way. (Gordon?)

G-Man 3 : I want you to give me an answer you wont regret.

And my other thought is you know when you talk with the scientists they keep telling you about how the administrator wants them to push the equipment to the next level! Well couldnt it be that G-Man was just supposed to be the administrator, but Valve noticed how the community made a big mystery about him and took the two apart to make a seperate administrator and keep G-Man for somethig else.

In anamoulous materials, you go towards the wrong airlock behind the computer bank room and on your way you pass several room, one of them has the g-man + generic scientist in it.

Im almost positive G-man doesnt work for Dr. Breen. Check out that half life 2 overview site. It has some pretty good theories on the G-Man
