Considering that Sonic was originally designed to be a stretchy-limbed character who could grab things from long distances and swing around, I'd say it's a full-on Sonic game. It's just that Sega used old concepts that were transferred over to Ristar; they just reincorporated them into Sonic.

Regardless of who-copied-what-from-who and old concepts reused, saying "IT'S ONLY 25% OF A SONIC GAME BAWWW VOTE FOR BUB AND BOB WHO ONLY HAD ONE GAME BECAUSE MY NOSTALGIA IS HURT AFTER SONIC AND KNUCKLES" is weak and you'll get no votes from me. I voted for Sonic.
