No, shadow, you couldn't go after an attacker before this. In the article it specifically mentions that this new law erases ones "duty to retreat" when one fears for his or her own life outside of the home. Before this you were obligated to look for a way to exit the situation first, and inflict harm only if you could not find any other way to escape. That is a rather difficult decision to make when your life is in the balance. You don't have time to take a step back, examine all possible points of exit, and choose one when a man is about to put a bullet in your head or cut your throat. So, if you're in a life threatening situation, you can now act without fear of legal repercussions coming back to bite you down the road. That is all this measure allows for. That's all it does. It doesn't apply to any other situation. If your life is in danger, you can take violent action against your assailant.
