The best effect of continuity, from my point of view, has been the ability to take named but unused figures like Gordon’s mentor, Dr. Kleiner, and the nameless "Administrator," and turn them into full-blown characters. Kleiner, for instance, was everywhere and nowhere in the first game. As you pointed out, he was in the manual, and he was present (though not named) in and around the Test Chamber. The Administrator was named but never seen until now.

It has to be the G-Man. In HL1 at the beginning you see the guy in the room talking to the G-Man , in OP4 you see the Holographic message saying that he has to go because he has an appointment with the administrator.

So maybe, the G-man was just meant to be one of the Administrators men. Maybe the G-man was meant to be more than one person.
But the sound wasn't included in the game, so it's not really part of the story.
