And the game doesn't change. Just voice acting and some texts (menus etc.).

In the above case, the best solution is English audio with English subtitles (I don't remember if there are any subtitles in GTA 3, btw). But sometimes it's hard anyway: I still have to understand what "Pop goes the weasel!"
