Upon further examination... Steam was using at least 50% of my CPU ingame. I reinstalled Steam to no avail, and ended up reinstalling Windows (it needed doing... Linux partitions all messed up), and it runs much better. Thanks for all the help... and I'm now looking for some RAM :)
