The secondary fire teleports you to Xen; sometimes it'll teleport you into a spot where you fall to your death though. Apparently the scientists didn't fix all the bugs with it. :D
They were also not seen in Op4 until after Freeman goes to Xen. There's a reason they had a lot of Op4 take place after that point in time.

You haven't read the info from Valve thread lately, have you? Gabe Newell confirmned that Valve owns the character of Shephard, and that they know he has a large fanbase (Of whom, Gabe is a part of)
How much did it sell for, though? In the UK it's probably more possible to get away with cheaper prices for software. UK is just a different market; which is why they get standard DVD releases and we have to shell out for collectors editions. :)

Lost Coast is a short level designed to show off the top of the line capabilities of the Source engine, and as such, you probably won't be able to run it very well. It's free to anyone who has Half-Life 2 though, so I'm going to guess that you can try and play it anyway.

Again, that was an INTERNET RUMOUR. For all we know Valve just didn't want to bother with it or Vivindi had more control over BS being that it was still being sold in stores when Vivindi and Valve started slap-fighting.
