No, Gordon has whatever personality you have. When you press E/C in HL1/2, respectivly, Gordon doesn't spit out fixed lines. He in essence says what you imagine you would be saying. If you imagine him saying "Lets kick ass and chew bubble gum!" he does but equily if you imagine him to say "Jesus Christ, this place is going to shit. We'd better stick together" he does.
