I think I get what you mean Shift. The movie would have to explain everything since the non-game audience won't know what's going on.
I really think a unique story is do-able though. There may be references to Gordon as the man who rallied the citizens, but generally the story would be completely unique. A unique set of characters with personality, a conflict which challenges our characters, such as a notice of relocation/seperation which these close friends cannot take without a fight, or a sickness starts to effect the citizens but it's all an experiment(a bit cliche perhaps).. point is the movie would only use the setting of the game..
But you're right, there would have to be some exposition to give the viewer a sense of where they are.. but that's what movies do, if done well..
