So what is the actual situation? Is the Australian government definitely going to implement laws for these directives, or (as is more likely the case imo) have some obscure people in education made suggestions along these lines, which have been wildly exagerated by the usual 'PC-gone-mad' brigade, which you've been sucked in by.

Man everytime I imagine having to use chalk it just sounds like the 1950's or something. All my life my schools have used whiteboards/dry erase markers. Even my elementary school which was in a fairly poor area.

And last time I looked at a black guy he looked a little brown . It's just a name. Blackboards are actualy very often green and black people are very often brown.
