No Americans were not involved in shipping chemical weapons to Iraq. Several European exporters were guilty of that and are now on trial (or were, this was some time ago)

No chemical weapons, but France shipped the Iraqis their Nuclear Reactor, which was later destroyed by an Israeli airstrike. No chemical weapons, though; That was all his doing.

If its in 1990, and the attack on the Nuclear Reactor was in 1987, then there's no way you can justify that conclusion. The attacks, and Saddams threats against Israel, happened before those evaluations took place.
