Try checking in the settings of the game (video options), check if it's set to Software, and if it is change it to OpenGL, Software mode tends to lag a lot.

I have compared hasans and CptSterns IP addresses and they do not match, CptStern has one single account, and hasan has two;

Just make a file called plugins.ini, add the text 'win32 addons\amx\dlls\amx_mm.dll' (without the quotes) and then place it in the addons\metamod directory.

Try deleting the file clientregistry.blob and restart Steam. If that doesn't work try what Epsi said or remove Steam completely and just install it using the 700kb installer.

You have to unpack it into a folder called 'skins' (located in your Steam folder) ;)
