ATI may have better hardware, but their drivers are crap. I have a 9600XT. I've lived with them.

No offense, but some of the most BORING and EMPTY screenshots ever taken. They really don't show off much of anything since they're basically flat, blank walls. There were certainly moments when the engine looked incredible, but these aren't them.

70C is hot, but pentium 4's aren't exactly known for their low temperatures. At that temp, it'd be good to check whether your heatsink is on correctly and that the fan is running at full speed.

Yup. Play at 1024X768 with my 9600XT. I think I have 4X AF and 2X AA? I only have 512 MB RAM so I turned textures to medium (suggested setting) but everything else was on high.

Yes. I've played on a 5200. You WILL have to turn down some graphics settings, but it didn't look half bad to me. (And I also play on a 9600XT.)
