The forum I used to go to had a system very similar to this. The forum had its regular moderators and admins and what have you, but we had a sub-forum where members who had access to it (Usually long time members, and or people who we thought would fit in the whole thing.) Anyway they voted on whole aspects of the forum like getting rid of entire forums if they werent used enough, adding forums to spread out topics, and up to banning spammers and what have you.

This worked for about a month until people started voting for some really retarded shit and it pretty much blew up in our faces. Forum was actually shut down for several months as a result of the drama bomb and shit that went out of control.

Even in a democratic society, the final call comes down to the judge, and that is the end of discussion save for an appeal in which you face another judge.

On these forums, the moderators are the judge, jury, and executioner. Just makes things simpler.

Full Sister. See the kid,t hrough are absolutely flawless voting system, somehow became a moderator. Another one of the moderators wasn't too thrilled with this and started digging shit up.

Week after he became moderator, thread appears in the general discussion forum about how he's in love with his sister. Bunch of chatlogs and everything proving it. We didn't see the kid until like a year after the whole incident and when he came back he was seriously ****ed up. Most of his posting was just a bunch of incoherent shit, until one day he basically went insane and tried to flood the forum with a bunch of gore/shock images.
