    Steam, with compression and the fast content servers, is supposed to be faster than installing via a CD. So it would be "easier" and "faster" to use Steam as opposed to finding your CD and reinstalling.

    Uh no, I think you read the letter wrong. His cheats still work and VAC is completely ineffective against it. It was NOT of the forced type at all. VAC didn't even come close to stopping his cheat and it still has yet to be stopped. VAC is obsolete. Cheating Death is more effective than it.
